Dear Sir,
This is to inform you that I am a coal ash contractor at TNPL from 1986. Last year ie., 2010-11 I had an order from TNPL to remove wet ash from Appakudal Offsite , which was completed by me successfully.
During the year 2010-11 I had participated in the tender no.TNPL:MM:SS:TENDER:2011038/10.08.2011 for TNPL Appakudal offsite. I had submitted all the necessary documents as per the norms of TNPL, I had enclosed a letter regarding the TNPCB certificate alongwith these documents.
My price bid for this tender quoted was as follows:
For Dry Fly Ash: TNPL should pay me Rs.79.89 / MT.
For Condemned Ash: TNPL should pay me Rs.79.89/MT.
For Wet Ash: I should pay Rs.21.21/MT to TNPL.
After submitting this tender I did not hear from TNPL. I came to know that TNPL had given an order to M/s.Kannimar Agencies, No.18, Kaveri Nagar, Mulimangalam Road, Velayudhampalayam, Karur Dist-639117 by quoting Rs.140/MT to Kannimar Agencies without opening the tender.
On 15th Oct'11 I sent a letter to CM Cell a copy of which is attached for your ready reference. I had also sent this letter to GM M&L-TNPL, Karur, MD-TNPL, Chennai. On seeing my letter TNPL, came to know about the real fact and accepted the same. They revoked and cancelled the order issued to M/s.Kannimar Agencies, Pugalur and called for a fresh tender for the same.
In case I had not informed TNPL regarding this, the government would have suffered a loss of Rs.2,10,00,000.00 (Dry Fly Ash-50,000 Ton, Condemned Ash-50,000 Tons, Wet Fly Ash: 50,000 tons) 1,50,0000 x Rs.140.00 = 2,10,00,000.00. Hence, I request you to kindly investigate and punish the person severely responsible for this.
After this, a new tender was called by TNPL vide tender no.MM/SS/TENDER/2011064. Once again, I participated in this tender by submitting all the documents as per the tender. Regarding the TNPCB certificate I had applied for the same and also enclosed a letter regarding this. Again TNPL without opening the tender they issued an order on 02.12.11 to M/s.Kannimar Agencies for 2 months at the rate of Rs.130/ton for removal of ash. I informed Mr.Rajagopalan, GM (M&L) regarding my offer and details on 3.12.11 but I did not receive any response from him.
Please be informed that the officers at TNPL, Karur are supporting M/s.Kannimar Agencies, the reason for which is not known to me. I request you to kindly investigate the above matter and take necessary steps to avoid the heavy loss to the Government.
After cancelling the tender no.2011064, they once again called for a fresh tender no.TNPL/MM/SS/TENDER/2011074 for Appakudal offsite. I also participated in this new tender with all necessary documents alongwith TNPCB consent to establish certificate.
TNPL had sent me letter dt.TNPL/MM/SS/TENDER/2011074/6123 dt.04.01.2012 which was received by me on 7th Jan'12. They asked for consent to operate certificate, or else our offer would be cancelled. I had written a letter to Mr.Rajagopalan, GM-M&L on 8th Jan'12 and also MD, TNPL, Chennai and CM Cell, Chennai saying that the certificate would be produced once I receive from TNPCB. I have enclosed a copy of this letter for your information.
Please be informed that this certificate from TNPCB ie, consent to establish is valid for 2 years. I have applied for consent to operate and the process is in progress. I shall submit this certificate once I receive from TNPCB.
These rules and regulations are known to the officials of TNPL, Karur. Inspite of this they are favouring M/s.Kannimar Agencies and have issued an order for this party. Because of this favouring Government will be under heavy loss. Hence, I request you to kindly investigate the reasons for this and kindly recheck the previous orders issued to M/s.Kannimar Agencies and calculate the loss occurred to the government. I would request you to recover the losses during this period.
Moreover, for the tender no.2011039, 2011040, 2011041, 2011042, 2011043, 2011044, without the TNPCB certificate they have accepted and given the orders to the parties. Kindly check.
M/s.Kannimar Agencies have the certificate to this address: SF216/4A, 226/2, Pelandurai village, Murugandi, Thittakudi taluk, Cuddalore Dist., but they are operating at Appakudal and Pugalur without any TNPCB certificate for both the sites.
They are removing the coal ash at Pugular main site and Appakudal offsite without any TNPCB certificates. Kindly let me know how TNPL is allowing him to remove the material without any proper certificates???
I would like to inform you that in future TNPL should open all the tenders in front of the parties with all proper documents. By this way, the corruption will come to a halt.
I request you to open my price bid for the tender o.TNPL/MM/SS/TENDER/2011074 and see the prices quoted by me and issue a fresh order for this tender.
I humbly request you to kindly investigate the above said points and punish the officials responsible for this. Also, please take necessary actions to avoid such corruption in future.
